We believe that education is a human right to which all people are entitled, regardless of age or sociocultural background. Education providers stopped working in prisons on March 23rd 2020 – meaning that prisoner learners have been without taught education throughout this time.

In our submission, we argue that prisoners should be subject to no more restrictions than necessary for safe custody and a well-ordered community life – and that the ongoing restrictions for prisoners during lockdown are disproportionate. Our submission also outlines the impact of lockdown on prisoners’ psychological well- being and the lack of access to digital technology and library facilities. Lastly, we highlight our concerns about the impact of lockdown on specific groups of prisoners who are especially vulnerable.
